इसका ज्वलंत उदाहरण एक बार फिर सामने आया है। यह बहुत दुर्भाग्यपूर्ण है कि केंद्र सरकार इस पैसे का उपयोग हर पंचायत में मेलों के माध्यम से जल्दबाजी में बीजू स्वास्थ्य कार्ड वितरित करने के लिए करती है। क्या मेले से नहीं बढ़ेगा संक्रमण? आशा और स्वास्थ्य कर्मियों की मदद से इसे क्यों नहीं बांटते? मुख्यमंत्री कैसे कोरोनरी संक्रमण में वृद्धि को प्रोत्साहित कर रहे हैं? 15 अगस्त, 2020 को अपने भाषण में, प्रधान मंत्री श्री नरेंद्र मोदी ने घोषणा की कि राष्ट्रीय डिजिटल स्वास्थ्य मिशन योजना को पूरे देश में लागू किया जाएगा और आयुष्मान योजना के माध्यम से डिजिटल स्वास्थ्य कार्ड जारी करना शुरू किया। केंद्र सरकार ने कोरोना के तीसरे चरण से निपटने के लिए प्रत्येक ग्राम कल्याण समिति को एनएचएम के माध्यम से किश्त के आधार पर 20,000 रुपये प्रदान किए हैं। इस पैसे से हर गांव में मास्क, स्वच्छता और जागरूकता कार्यक्रमों के वितरण में तेजी लाई जा सकती है। लेकिन ओडिशा सरकार के लिए यह बेहद निंदनीय और अलोकप्रिय है कि इस पैसे का इस्तेमाल पार्टी के हित में कहीं और किया जाए। बीजू इस पैसे का इस्तेमाल हर ग्राम पंचायत में मेलों के जरिए स्वास्थ्य कार्ड बांटने में कर रहा है. पहला, इस पैसे को कोरोना प्रबंधन के अलावा अन्य खर्च करना दंडनीय अपराध है और दूसरी बात यह है कि जो पैसा कोरोना प्रबंधन में आता है उसका प्रचार प्रसार में ही इस्तेमाल करना बेहद अनैतिक है। राज्य सरकार के लिए यह स्पष्ट करना महत्वपूर्ण है कि किस अधिकार के तहत और किसके निर्देशन में धन का अन्यत्र उपयोग किया जा रहा है। उन्होंने कहा, "कोरोनरी हृदय रोग के इलाज के लिए प्रदान किए गए केंद्रीय अनुदान का उपयोग करना लोगों की इच्छा के विरुद्ध है।" राज्य सरकार किस आधार पर मेले का आयोजन कर रही है जबकि त्योहारी सीजन में कोरोना कट-ऑफ जारी है? क्या इस मेले से नहीं बढ़ेगा संक्रमण? आशा और स्वास्थ्य कर्मियों की मदद से इसे क्यों नहीं बांटते? उन्होंने कहा, "हम भाजपा द्वारा इस तरह की जनविरोधी गतिविधियों का कड़ा विरोध करते हैं, यह सवाल करते हुए कि मुख्यमंत्री कैसे कोरोना संक्रमण में वृद्धि को प्रोत्साहित कर रहे हैं और राज्य सरकार को राज्य के लोगों के हित में ऐसे जनविरोधी निर्देशों को तुरंत रद्द करना चाहिए," उन्होंने कहा। . राज्य के निवासियों पर बार-बार बीजू स्वास्थ्य योजना का लाभ नहीं लेने का आरोप लगाया गया है। श्री मलिक ने मांग की कि केवल प्रचार के लिए राज्य के राजस्व को बर्बाद करने के बजाय 4.5 करोड़ उड़ियावासियों के हित में आयुष्मान भारत योजना को ओडिशा में लागू किया जाए। इस अवसर पर मीडिया विभाग के समन्वयक सुजीत कुमार दास उपस्थित थे।
